Contract for the supply of transport aircraft BTA C-295 for the Border Guard Service of Kazakhstan

Center for analysis of world arms trade on the 22nd of March, 2019 reports, that Airbus Defense and Space announced the signing of a contract with the Border Service of the National Security Committee of the Republic of Kazakhstan for the supply of one medium-sized BTA C-295 aircraft.

Thanks to the new agreement, which also includes the training of personnel, the supply of spare parts and ground support equipment, the total fleet of C-295 purchased by Kazakhstan will increase to nine units. The new C-295 in the transport configuration will be used to control borders and ensure internal security.

Kazakhstan became the first customer of Airbus Defense & Space aircraft in the CIS. In March 2012, Airbus Military entered into a contract with “Kazspetsexport”, a state-owned company belonging to the Ministry of Defense of Kazakhstan, for the supply of two C-295, as well as a related package of logistics, spare parts and ground equipment.

   The Border Guard Service of Kazakhstan has become the 31st operator of C-295. The ordered aircraft became the 13th in a row, which will be delivered to the CIS countries.

The C-295 aircraft is designed for the transportation of troops and cargo, parachute landing and landing methods, medical evacuation. The machine provides the possibility of delivering to the destination up to 9.2 tons of cargo, 71 servicemen or 48 paratroopers, or 24 wounded on stretchers with medical personnel.

During the launch campaign for the launch of Soyuz MS-12 on March 14, 2019, a working meeting was held at the Baikonur cosmodrome under the guidance of Askar Zhumagaliyev, Minister of Digital Development, Defense and Aerospace Industry of the Republic of Kazakhstan, and Dmitry Rogozin, General Director of “Roscosmos” Corporation.

Head of the Baikonur Administration Busygin K.D.and akim of the Kyzylorda Region Kusherbaev K.E. also took part in the negotiations.

The meeting addressed a wide range of issues related to cooperation at the “Baikonur” complex and in general in the space sector.

In particular, the parties discussed the progress of work and agreed on the procedure for further joint practical actions for the implementation of the project to create the “Baiterek” spacecraft with access to its flight tests in 2022. The attention of the parties was also given to the importance of ensuring the commercial attractiveness of the project.

The meeting also addressed issues on the implementation of the trilateral modernization project of the Gagarinsky start jointly with the UAE in order to further exploit it in the interests of the parties, and the interaction of interested state bodies and organizations of Russia and Kazakhstan in implementing One Web program services.

During the meeting, the delegations discussed joint measures aimed at resolving problematic issues and the development prospects of the city of Baikonur, providing decent housing and socio-political living conditions for its residents. In particular, it was decided to create a working group to create a free economic zone (FEZ) “Baikonur”, which will allow to create favorable conditions for business development, employment of the population.

The heads of delegations highly appreciated the effectiveness of the activities of the Russian-Kazakhstan intergovernmental commission on the “Baikonur” complex and reached a preliminary agreement on holding its sixth meeting in Moscow in April of this year.



The defense enterprises of the republic are studying successful modernization experience in the engineering industry

Representatives of enterprises of the republic’s defense industrial complex, which are part of the national company «Kazakhstan Engineering» of the Ministry of digital development, defense and aerospace industry of the Republic of Kazakhstan, took part in a retreat seminar at the Karaganda Foundry-Engineering Plant (hereinafter referred to as KLMZ), which is part of LLP «Kazakhmys Corporation».

During the event, participants familiarized themselves with the modernization of KLMZ, which was successfully completed in 2018, and is one of the best innovative projects in the country's engineering industry. The implementation of this project made it possible to ensure the development of new products at the expense of existing production - from 5 thousand to 15 thousand items, including with import substitution within 70% of the development of the new nomenclature.

The seminar-meeting discussed issues of digital transformation of plants, methodology and implementation of approaches in the digitalization of production processes. Representatives of the republican defense industry enterprises in the future plan to use this successful experience in preparing and organizing transformation processes in their enterprises.

Today, on behalf of the Head of State, digitalization of production processes is being actively implemented at defense enterprises of the republic, the range of manufactured products is being expanded using new technologies, a set of measures is being implemented for export-oriented products.


«Irkut» Corporation has developed a new modernization package of Su-30SM fighters

On January, 30 of 2019 year Minister of Defense of the RF Sergey Shoygu visited “Irkutsk” aviation plant – the subsidiary of “Irkut” corporation, where he familiarized with the production and modernization of multi-purpose Su-30SM fighters for the Russian army and the CSTO member countries.

The head of the military department was informed that two squadrons of Su-30SM aircraft had already been put into service with the Kazakh Air Force and supplies would continue. In 2019, The Armed Forces of Belarus are preparing to take the first batch of the Su-30SM.

More than 100 combat vehicles of this type are part of the Air Force of Russia and the naval aviation of the Navy. Thanks to the modernization of fighters conducted at the plant, their combat capabilities increase: the range of detection and identification of aerial targets increases; new high-precision weapons of defeat of aerial, land and sea targets at a distance of several hundred kilometers are introduced into the weapons.

Modernization of Su-30SM fighters is carried out on the instructions of the Russian Ministry of Defense by the forces of the “Irkut” Corporation and the “Sukhoi Design Bureau” with the participation of a number of leading enterprises of the Russian defense industry complex.

After completion of the tests, technical improvements can be introduced when building new Su-30SM fighter jets, as well as during the repair and modernization of aircraft previously delivered to customers.

A large-node assembly of Mi-8AMT / Mi-171 helicopters will be launched in Kazakhstan

A contract was signed today in Astana to organize the large-node assembly of Mi-8AMT/Mi-171 helicopters between NC “Kazakhstan Engineering” of the Ministry of Defense and Aerospace Industry of the Republic of Kazakhstan, “Aviation Repair Plant No. 405” and JSC “Helicopters of Russia” of State Corporation “Rostec”.

This document was concluded in accordance with the previously reached agreement between the presidents of the Republic of Kazakhstan N.A. Nazarbayev. and Russian Federation Putin V.V.

The assembly of helicopters and their adaptation to the requirements of the customer will be carried out at the production sites of JSC “Aviation Repair Plant No. 405”. This company has the greatest competence in ensuring the safe operation of helicopters of this type in Kazakhstan.

JSC “Aircraft Repair Plant 405” is certified by Kazakhstan’s and international bodies for the repair, modernization and maintenance of Mi-8/17/171 type helicopters.

It should be noted that in Kazakhstan for the first time the technology of assembling heavy helicopters is being introduced and the assembly production is organized without attracting budgetary investments.

The launch of the assembly production of helicopters will ensure a significant development of the domestic defense industry complex, civilian helicopter industry, training base, etc.

Today, the main customers of the Mi-8AMT/Mi-171 helicopters in the republic are a number of government agencies and commercial airlines.


Reference: Mi-8AMT/Mi-171 helicopter was developed by the Moscow Helicopter Plant. named after M. L. Mill and can be used for the carriage of passengers, transportation of goods weighing up to 4,000 kg in the cabin and on the external load, carrying out search and rescue and fire fighting.

By the Decree of the Head of State dated December 26, 2018, Askar Kuanyshevich Zhumagaliyev was appointed Deputy Prime Minister of the Republic of Kazakhstan - Minister of Defense and Aerospace Industry of the Republic of Kazakhstan.

Askar Zhumagaliev was born in 1972 in the Orenburg region of the RSFSR. He graduated from the Sverdlovsk Suvorov Military School.

He graduated from the Kazakh National Technical University (Alma-Ata) with a degree in “Radio Communication, Broadcasting and Television”.О

He received a second degree in jurisprudence from the Kazakh Humanities and Law University, the degree of "Master in Electronic Governance" at the Federal Polytechnic School of Lausanne.

MDAI of the RK does not restrict access of domestic enterprises to participation in the state defense order

Information on limiting the participation of a legal entity association (consortium) as executors of the state defense order (SDO) in the draft law of the Republic of Kazakhstan “On the defense industry and state defense order” (draft law), distributed in a number of media outlets, is not entirely correct.

There are no restrictions for the participation of the consortium in the implementation of the state defense order. In accordance with the current legislation of the country, consortia can participate in any field of state activity, including the state defense order.

Note that the concept of "consortium" is legislatively enshrined in the Civil Code of the Republic of Kazakhstan. The draft law allows for the participation of enterprises in the consortium, subject to their compliance with the requirements of the Register of domestic producers, suppliers of works and services (Registry).

Association of domestic producers into consortia allows to increase the proportion of local content in the final product, which is of great importance when choosing the executor of the state defense order.

From its part, the Ministry of Defense and Aerospace Industry of the Republic of Kazakhstan is ready to consider in the Rules for the formation, placement and fulfillment of the state defense order with the possibility (other things being equal) to make a choice in favor of manufacturers who will offer a larger share of domestic content in the production of goods, performance of works and provision of services , even though the price will be 10%, and possibly 20% higher than other manufacturers.

Note that access to participation in the state defense order for domestic enterprises of light industry is not limited. Most of the enterprises, manufacturers of finished products in this industry that meet the qualification requirements for inclusion in the Register, can still participate in the SDO.

As for the “Zhasampaz” consortium specifically, at present its participants are represented in the Register, therefore, it is not a question of shutting down production or reducing 6 thousand light industry workers.

In addition, the planning of defense orders for 2019, was completed in May of this year, therefore, the current legislation in terms of the formation, deployment and implementation of the state defense order will be valid until January 1, 2020.

It should be noted that the share of light industry in the volume of industrial production is 0.4%, and in the volume of manufacturing industry - 1%. This clearly shows that, in general, the influence of the industry on the economy of our country is insignificant compared to other industries.

MDAI of the RK, within its competence, provides comprehensive support to the domestic light industry; the draft law enshrines the expansion of the range of goods in the SDO.

If earlier, in the composition of the state defense order there was only the production of military and special uniforms, insignia and personal protective equipment for security officials, now the bill enshrines the inclusion of all clothing and equipment, including bedding and underwear. This will allow increasing the volume of state defense orders for light industry enterprises, which will be one of the measures to support it, as well as allow them to increase production and the number of jobs.

As for the amendment to include the consortium in the executors of the state defense order, it was proposed by the deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, and this amendment did not fully resolve the issue of the consortium’s participation in the state defense order.

In this connection, the Government of the Republic of Kazakhstan gave an opinion on the support of this amendment, but subject to the establishment of additional rules in the draft law in order to exclude the creation of gaps and conflicts in the current legislation of the republic, in terms of the responsibility of the consortium participants, the procedure for including and excluding consortiums from the Registry and other important factors.

These issues were discussed in the Majilis of the Parliament of the Republic of Kazakhstan, after which the amendment was withdrawn from the draft law, with the further possibility of discussing it within the framework of other draft laws, since it requires a deeper and more comprehensive approach to this topic and provides for additional amendments to the current legislation of the Republic of Kazakhstan.

From its part, the MDAI of the RK is ready for an “open dialogue” and discussion of this topic with all interested partners not only within the framework of the adoption of this draft law, but also in combination with other issues of the implementation of the state defense order.
