Kazakhstan will export military products to Turkey

Such an agreement was reached following the participation of the Kazakh delegation in the 14th International Defense Exhibition of the International Defense Industry Fair 2019, which was held in Istanbul (Turkey).

«Kazakhstan Aselsan Engineering» LLP, part of the enterprises of the Ministry of Digital Development, defense and aerospace industry of Kazakhstan (a subsidiary of «Kazakhstan Engineering» LLP), has signed an agreement on the export of optoelectronic devices to the Republic of Turkey. In addition, the company signed a memorandum with the Turkish company on the modernization of avionics for helicopters in the territory of the Republic of Kazakhstan.

As part of the participation of the Kazakh delegation in this exhibition, more than 20 meetings with foreign partners were held. In particular, issues of cooperation, creation of joint projects in the framework of attracting investment and new technologies became key in negotiations with Turkish companies «MKEK» and «Aselsan», as well as the implementation of a new joint project with «TAI».

Following the meetings, it was agreed that in the near future representatives of five Turkish companies will visit Nur-Sultan to determine the technical details of the implementation of joint projects in the defense industry.

Note that for the first time this year at the International Defense Industry Fair2019 exhibition, Kazakhstan was represented by a joint delegation of representatives from the Ministry of Digital Development, defense and aerospace industries together, the Ministry of Defense and enterprises of the domestic defense industry complex. The delegation was headed by Talgat Zhanzhumenov, First Vice-Minister of the MDDDAI of the RK. The potential of the Kazakh defense industry was represented by a single national exposition, which aroused high interest on the part of foreign exhibitors and partners.

The single national exposition of domestic defense industry enterprises will also be presented at the exhibitions MILEX-2019 (Republic of Belarus, Minsk) and ARMY-2019 (Russian Federation, Kubinka).



The international exhibition IDEF is held in Turkey every two years and is one of the ten largest world exhibitions of the defense industry and is one of the most authoritative and expected venues.

In the previous exhibition IDEF 2017, 820 companies from 50 countries took part, over 65 thousand participants from 116 countries visited the exhibition.

The IDEF exhibition is an opportunity for manufacturers to familiarize themselves with modern defense technologies and samples in various branches of the military-industrial complex, the latest developments of military equipment.

The results of the work of the Non-Public Joint-Stock Company “State Corporation “Government for Citizens ”for the first quarter of 2019 and work plans for the upcoming period, Askar Zhumagaliyev, Minister of Digital Development, Defense and Aerospace Industry of Kazakhstan, discussed with the leadership of the state corporation. The directors of all regional branches of the organization, as well as the cities of Nur-Sultan, Almaty and Shymkent took part in the meeting online via videoconferencing.

The meeting focused on issues of service, time and quality of service for citizens, training of Kazakhstan’s people to independently receive electronic services, eradication of corruption, etc. From the very beginning of the meeting, the minister outlined the main leitmotif of the meeting, noting that the state corporation employees will have to restructure and become closer to the citizen.

“The ideology of “Government for Citizens”is that you are advocates, assistants of citizens. Your task is for the citizen who has addressed you to receive the service. And even if there is some problem on the side of the state body, because of which a person cannot receive it - you should provide maximum assistance in this matter in order to eliminate it. That the citizen as a result received service. This is the “one-window principle”, said Askar Zhumagaliyev.

It was also decided to raise the quality of public services in the PSCs through financial incentives. The salary of employees this year has already been raised by an average of 10%. In addition, the management of the state corporation will optimize expenses, and the funds thus released will be spent on raising the payroll fund.

Meanwhile, the Minister also instructed to conduct trials in each case related to the delay in the provision of services, to analyze the information systems of government agencies and take measures to prevent their failures, and also to strengthen the work on training citizens to independently receive public services.

“If in one region, 20% of services are received by the population independently, via the egov portal, Telegram-bot, a mobile application, and in the other, 2%, this is a flaw in the heads of the regional branches of the state corporation. It means that you are not telling people about these opportunities, or you are not teaching them normally”, the minister concluded.

Another issue to be resolved is the fight against corruption. A memorandum of cooperation between the Ministry and the Agency for Civil Service Affairs and Anti-Corruption should help reduce corruption in the state corporation to absolute zero. Askar Zhumagaliyev said that the signing of the document is expected in the near future.



Today, there are 328 front offices of the public corporation “Government for Citizens”, which provide 621 types of public services. The state corporation employs about 22 thousand people.

The solemn launching of the ship “Nur-Sultan” took place on April 25, 2019 in the city of Uralsk. The vessel was built on the stocks of JSC "Ural Plant "Zenit", which is the part of the structure of the national company "Kazakhstan Engineering".

This ship is 30th for the plant in a row and is made to equip the Border Service of the National Security Committee of the Republic of Kazakhstan. On the instructions of the customer, modern weapons were installed on the vessel, which made it possible to increase the effectiveness of combat use. The ship has the necessary characteristics of seaworthiness: high speed, ease of operation, the required degree of stability, a wide radius of application, the necessary autonomy and ergonomics.

The vessel is designed to ensure the protection of the territorial waters of the state border and the continental shelf of Kazakhstan, patrols to prevent illegal shipping, smuggling operations, illegal fishing, intercepting and inspecting vessels violating independently, as well as in conjunction with other ships, boats and aircraft.

After launching, the ship will be delivered along the Ural River to the Caspian Sea, where it will be mooring, factory, running and receiving tests with subsequent delivery to the customer.

This event is the next step in achieving the goal of equipping law enforcement agencies with modern weapons of domestic production. The ships and boats of Kazakhstan production have already recommended their effectiveness both in the Border Guard Service and in the Naval Forces of the Armed Forces of the Republic of Kazakhstan.

Ministry of Defense of India is purchasing aircraft C-295.

According to the Center for Analysis of the World Arms Trade, the Indian Ministry of Defense has completed negotiations on the cost of procurement for the Air Force and the Coast Guard of the country of 62 medium-sized military transport aircraft C-295 developed by Airbus Defense and Space.

As reported by Jane's Defense Weekly, citing sources in the Indian Air Force, the Department of Defense Cost Coordination Commission (CNC) completed consultations with Tata Advanced Systems Limited (TASL), which formed a joint venture with Airbus to implement the program for the purchase of 62 medium aircraft BTA (Medium Transport Aircraft - MTA). The cost of the program is estimated at 2.8 billion euros ($ 3.15 billion).

The MTA program provides for the direct purchase of 16 C-295 aircraft from the developer and the assembly of 46 remaining aircraft under license from an enterprise built near Bangalore. In accordance with the requirements of the 2013 tender, 24 aircraft must be imported in the form of vehicle sets. They should contain 30% of the components of national production. The share of systems produced in India should increase to 60% in 22 aircraft of the second batch.

It is planned that the deliveries of the first C-295 assembled in India should begin within 60 months after signing the contract. Sources told the publication that in the future, the total number of C-295 acquired by India could “significantly” increase, since the paramilitary border security forces are also considering the possibility of acquiring this platform.

Contract for the supply of transport aircraft BTA C-295 for the Border Guard Service of Kazakhstan

Center for analysis of world arms trade on the 22nd of March, 2019 reports, that Airbus Defense and Space announced the signing of a contract with the Border Service of the National Security Committee of the Republic of Kazakhstan for the supply of one medium-sized BTA C-295 aircraft.

Thanks to the new agreement, which also includes the training of personnel, the supply of spare parts and ground support equipment, the total fleet of C-295 purchased by Kazakhstan will increase to nine units. The new C-295 in the transport configuration will be used to control borders and ensure internal security.

Kazakhstan became the first customer of Airbus Defense & Space aircraft in the CIS. In March 2012, Airbus Military entered into a contract with “Kazspetsexport”, a state-owned company belonging to the Ministry of Defense of Kazakhstan, for the supply of two C-295, as well as a related package of logistics, spare parts and ground equipment.

   The Border Guard Service of Kazakhstan has become the 31st operator of C-295. The ordered aircraft became the 13th in a row, which will be delivered to the CIS countries.

The C-295 aircraft is designed for the transportation of troops and cargo, parachute landing and landing methods, medical evacuation. The machine provides the possibility of delivering to the destination up to 9.2 tons of cargo, 71 servicemen or 48 paratroopers, or 24 wounded on stretchers with medical personnel.
