Today in the National Space Center hosted an expanded meeting of the Collegium of the Ministry of Defense and Aerospace Industries of the Republic of Kazakhstan on the results of activities for 2017 and the main tasks for the current year in the light of the implementation of the Message of the Head of State to the people of Kazakhstan “New Development Opportunities in the Conditions of the Fourth Industrial Revolution”.
The Assistant to the President – Secretary of the Security Council of the Republic of Kazakhstan Vladimir Zhumakanov, representatives of the Office of the Prime Minister of the RK, deputies of the Parliament, leadership of the Ministry of Defense and Aerospace Industries and other state bodies, subordinate organizations and enterprises took part in the work of the Collegium.
Currently, the Ministry is working on the formation of the regulatory and legal framework of the industry, which will effectively implement the tasks to ensure the defense and security of the country.
The draft law “On the defense industry and state defense order” was introduced in the Parliament of the Republic of Kazakhstan, which regulates new mechanisms for the formation of the state defense order and provides for measures to support the domestic defense-industrial complex.
Since 2018 the budget of the defense order of the Ministry of Defense of the Republic will pass to the MDAI of the Republic of Kazakhstan. This will make it possible to release power bodies from uncharacteristic functions and ensure the progressive development of defense industry enterprises.
Conceptual directions of the industry development aimed at creating new technological capabilities of the state in providing defense and security are being developed.
The development of the Strategy for the development of the MDAI until 2028 is underway, which will determine the complex development of the industry on the basis of a new management model.
Among the key priorities of the ministry’s work is the management of the full cycle of production of the newest and most promising types of weapons, equipment and services for the implementation of tasks in the field of defense and national security of the Republic of Kazakhstan.
In addition, on behalf of the Head of State, the Foundation for the Development of the Defense Industrial Complex is being created. From this year, the Fund should earn as an effective mechanism for supporting enterprises of the defense industry.
Last year, the Scientific and Technical Council was established in the Ministry of Defense of the Republic of Kazakhstan, which considers and selects the best promising breakthrough projects in the field of defense industry, space and cyber security.
For today, 19 prospective projects for a total of 3.3 bn tenge have already been selected.
A draft concept for the rearmament of the Armed Forces and the development of the military industrial complex until 2030 is developed.
Adoption of this document will allow domestic enterprises to use modern military and dual-use products, as well as provide the opportunity to conclude long-term contracts, plan production and conduct technological modernization.
The enterprises of the defense industry complex should first of all pay attention to the possibility of developing a full range of services. In addition to the production of machinery and equipment, it is equally important to provide the full range of after-sales services.
All these measures are aimed at increasing the profitability of enterprises of defense industry complex.
In accordance with the instructions of the Head of the State, in the coming years, technological modernization will be carried out in 9 enterprises of the defense industry in Kazakhstan, which is 1/4 of all defense industry enterprises.
Roadmaps for modernization of each enterprise will be developed with a focus on producing promising products with export potential.
In general, according to statistics, the volume of production of the defense industry increased by 14% to 80 billion tenge by 2016. Exports increased 2 times to 16 billion tenge.
This year specialists of the Ministry of Defense and aerospace industry of the Republic of Kazakhstan will continue work on the infrastructure development of the space industry, updating the national satellite group, expanding export opportunities, commercializing projects.
The implementation of the Roadmap for the “Baiterek” new environmentally friendly space missile complex project will continue, as well as work to exclude the ground space infrastructure of the Zenit-M spacecraft from the composition leased by Russian Federation and transfer them to the Republic of Kazakhstan.
The satellite communication system “KazSat”, satellites of the remote sensing system function in a regular mode and successfully provide the solution of the tasks of the economy, defense and national security.
For the 2017 year, the “KazSat” system yielded more than 5 billion tenge in revenue and ensured import substitution of 12 billion tenge due to a reduction in the use of foreign satellite resources.
In 2017, state bodies and organizations, using the RZS (remote zone sounding) space system, were provided by space images of the Earth’s surface with a total area of 11.5 million square kilometers for the amount of 1.2 billion tenge. At the same time, import substitution amounted to more than 12 billion tenge.
At the same time, special attention is paid to the promotion of space technologies to foreign markets. In the priority markets of neighboring states: Kyrgyzstan, Uzbekistan, and Tajikistan. Today, these countries do not have their own space communications systems.
During the recent working visit of the Kazakh delegation to Kyrgyzstan, issues of cooperation in various areas were discussed, including cooperation of Kyrgyz partners in the joint use of Kazakhstan’s space systems in the interests of the prevention and elimination of emergencies of the Kyrgyz Republic.
In the near future, a Roadmap for the implementation of projects within the framework of agreements with the Kyrgyz Republic will be prepared.
In the sphere of information security of the Ministry of defense and aerospace industry of the Republic of Kazakhstan last year, basic conceptual approaches were developed to develop the information (cyber) security of the country.
On behalf of the Head of State, were developed the Cyber security Concept (“Cyber shield of Kazakhstan”) and the Action Plan for its implementation. Uniform requirements in the field of information and communication technologies and information security were adopted. A draft list of critically important infrastructure facilities was formed.
For training professional staff in 2017, the number of grants for training in the specialty “Information Security Systems” has been increased from 60 to 160, and 500 grants are planned to be allocated annually for the training of these specialists.
In accordance with the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Information and Communications”, a system of information security management in the banking sector was created, powers between state bodies were delineated, new subjects for ensuring information security were defined.
At the end of the Collegium, the ministry was tasked with a set of tasks on all the activities of the MDAI of RK, taking into account the instructions of the Head of State and the Government of the Republic of Kazakhstan.
