The results of the work of the Non-Public Joint-Stock Company “State Corporation “Government for Citizens ”for the first quarter of 2019 and work plans for the upcoming period, Askar Zhumagaliyev, Minister of Digital Development, Defense and Aerospace Industry of Kazakhstan, discussed with the leadership of the state corporation. The directors of all regional branches of the organization, as well as the cities of Nur-Sultan, Almaty and Shymkent took part in the meeting online via videoconferencing.

The meeting focused on issues of service, time and quality of service for citizens, training of Kazakhstan’s people to independently receive electronic services, eradication of corruption, etc. From the very beginning of the meeting, the minister outlined the main leitmotif of the meeting, noting that the state corporation employees will have to restructure and become closer to the citizen.

“The ideology of “Government for Citizens”is that you are advocates, assistants of citizens. Your task is for the citizen who has addressed you to receive the service. And even if there is some problem on the side of the state body, because of which a person cannot receive it – you should provide maximum assistance in this matter in order to eliminate it. That the citizen as a result received service. This is the “one-window principle”, said Askar Zhumagaliyev.

It was also decided to raise the quality of public services in the PSCs through financial incentives. The salary of employees this year has already been raised by an average of 10%. In addition, the management of the state corporation will optimize expenses, and the funds thus released will be spent on raising the payroll fund.

Meanwhile, the Minister also instructed to conduct trials in each case related to the delay in the provision of services, to analyze the information systems of government agencies and take measures to prevent their failures, and also to strengthen the work on training citizens to independently receive public services.

“If in one region, 20% of services are received by the population independently, via the egov portal, Telegram-bot, a mobile application, and in the other, 2%, this is a flaw in the heads of the regional branches of the state corporation. It means that you are not telling people about these opportunities, or you are not teaching them normally”, the minister concluded.

Another issue to be resolved is the fight against corruption. A memorandum of cooperation between the Ministry and the Agency for Civil Service Affairs and Anti-Corruption should help reduce corruption in the state corporation to absolute zero. Askar Zhumagaliyev said that the signing of the document is expected in the near future.
