Official visit to China: Bakytzhan Sagintayev holds intergovernmental negotiations with Premier of the State Council of China Li Keqiang and visits innovative facilities

In Beijing Prime Minister of Kazakhstan Bakytzhan Sagintayev held a meeting with Premier of the State Council of the People’s Republic of China Li Keqiang, as well as a number of meetings with heads of major Chinese companies and representatives of expert structures. In Shenzhen Sagintayev got acquainted with the development experience of corporations — such world’s innovative leaders as SF Express, Tencent Holding, and Huawei Technologies.

During the intergovernmental talks with Premier of the PRC State Council Li Keqiang, the progress in the implementation of the agreements reached at a high level was discussed. The issues of further strengthening and deepening bilateral trade and economic, transport and logistics, infrastructure, industrial and innovative development, exports of domestic agricultural products were raised, and prospects for expanding cooperation in the areas of investment, digitalization, industry, metallurgy and mechanical engineering, energy and tourism were outlined. In addition, the possibility of increasing the volume of transcontinental container traffic was mentioned, especially along the Great Silk Road.

Bakytzhan Sagintayev invited Chinese companies to actively work with the Astana International Financial Center, where the new exchange infrastructure had been launched, and to participate in the privatization program.

In Beijing the Prime Minister of Kazakhstan also held a number of bilateral meetings with representatives of the largest innovative companies on cooperation and implementation of joint projects for technological re-equipment of the Kazakh economy, development of construction, agriculture and metallurgy.

At the meeting with Director General of Ferro Mining HK Ltd. Chen Lei, cooperation for the implementation of innovative technologies at the chemical and metallurgical enterprises was discussed. This project company, established in Hong Kong, specializes in the financial sector and light metals.

During the conversation with the Vice President of Youngxiang Group Tang Xiaoyo, issues of creating joint projects in the steel industry were considered. Youngxiang Group is actively engaged in investing in the mining and metal industry, infrastructure and construction.

The meeting with Chairman and CEO of Lovol Heavy Industry CO Wang Guimin was devoted to cooperation for the production of agricultural equipment that meets international standards. Today Lovol Heavy Industry CO is one of the largest engineering companies in China, annually producing 70 thousand tractors and 50 thousand combines.

Discussion of projects in mechanical engineering for the agro-industrial sector was also the topic of a meeting between Bakytzhan Sagintayev and the Chairman of YTO Group Corporation Zhao Yanshui.

At the bilateral meeting with the Chairman of CNOOD Asia Limited Chi Yonghai, the parties reviewed the prospects for cooperation in the light and food industries. Engineering company engaged in the production of structures for projects in the oil and gas, water, mining sectors, as well as in renewable energy, infrastructure, agro-industrial complex.

On the agenda of the meeting with the President of Nuchtech Chen Zhitsyan, issues of implementing joint projects on production of the latest technological equipment were discussed. Here, Bakytzhan Sagintayev examined the product line: the company develops and manufactures safety equipment, and is also the main supplier of inspection systems for customs and other departments.

In Beijing, Sagintayev also met with representatives of expert structures from China, namely with the leadership of the Institute of Structural Economic Research at Peking University, Strategic Development Research Institute, and the Academy of International Trade and Economic Cooperation under the Ministry of Commerce of the PRC, Institute of Economics at the State Committee for Development and Reform, Institute of World Economy and Politics, Chinese Academy of Social Sciences, Center for Development Studies of the State Council. The current issues of the world’s economic development, the forecast scenarios for the further growth of the global and regional economy, as well as the prospects for a new structural economy of Kazakhstan were considered.

During the official visit to Beijing, intergovernmental agreements and a number of commercial documents aimed at developing Kazakh-Chinese cooperation in the fields of industrialization and investment, innovation and digitalization, agriculture and energy were signed.

  • Memorandum of Understanding on the Sugar Beet Processing Plant Construction Project between JSC Pavlodar and CNOOD Asia Limited;
  • Agreement on Cooperation for Implementation of the Project for the Development of Tungsten Deposits “Northern Katpar” and “Upper Kairakinskoye” between akimat of Karaganda region, JSC Tau-Ken Samuryk NCand Xiamen Tungsten;
  • Agreement on Basic Transaction Terms on the Project for the Construction of an Ammonium Paratungstate plant in the Karaganda region between JSC Tau-Ken Samuryk and Xiamen Tungsten.

In the framework of his official visit to the PRC, the Prime Minister of Kazakhstan also visited Shenzhen, China’s second city in terms of industrial output. It is noteworthy that Shenzhen is among the top five Chinese cities involved in high-level fundamental research. Of the 500 leading corporations in the world, more than 230 have their own offices and branches here.

In Shenzhen, Sagintayev visited the world’s largest technology companies. Among them are SF Holding, Tencent Holding and Huawei Technologies.

In the province of Guangdong, on the territory of the SF Express distribution center, which is one of the international express delivery leaders, Sagintayev was presented with advanced technologies in logistics, warehousing and sorting of goods, as well as in the development of e-commerce. Today, the company is the second largest courier in China, after China Post, and provides domestic and international express delivery. Kazakhstan is interested in studying the experience of the Chinese company and establishing cooperation, including using the transit potential of Kazakhstan to shorten the delivery of goods from China to the countries of Central Asia and cooperation in the territory of the Khorgos International Center for Boundary Cooperation.

Visiting the headquarters of Tencent Holding Ltd., one of the largest investment and venture capital companies in the world, Sagintayev got acquainted with the experience of founding the Tencent Open Platform for startups, as well as developing cloud technologies and intelligent solutions for various sectors of the economy. The successful experience of the company is of interest to Kazakhstan in terms of the development of innovation and improvement of start-up ecosystems based on the international technology park Astana Hub. Of special attraction is the transfer of knowledge and educational technologies: the organization of internships and training for Kazakh mentors and experts to give them the latest knowledge and skills for the development of artificial intelligence systems, facial recognition algorithms, medical diagnostics, and others. In addition, Tencent Holding owns the social network Qzone which is the largest in China and the third in the world in the number of users after Facebook and YouTube. Currently, the most popular product is the WeChat program, launched in 2011, which has 1 billion 80 million users.

At the site of Huawei Technologies, the world’s leading provider of information and communications solutions, the Prime Minister of Kazakhstan got acquainted with the progress made by the Chinese company in developing its own technologies and know-how. Currently, Huawei has 15 regional offices in more than 140 countries, 36 joint innovation and 15 research centers. Of particular interest was the experience of the corporation in the development of equipment for the telecommunications infrastructure, as well as innovative development of cloud solutions and big data systems. Today, with the participation of Huawei, high-tech projects are being promoted in Kazakhstan, among them the opening of a laboratory in Astana Hub. Prospects for interaction are expanded with the launch of an IT university, where the knowledge and experience of a Chinese corporation in research projects and innovations will also be useful.
